Regional
Landfill Options For Orange County (RELOOC) Study
Responsibilities: Assisted in development of a long-term strategic plan to meet the waste
disposal needs of a large metropolitan county (County of Orange). Alternatives evaluated included
expansion of existing landfills, development of a new landfill, export
of waste to out-of-county facilities, and use of alternative waste
disposal technologies.

Strategy Implementation Plan (PSIP)
Responsibilities: Developed long-range planning study which identified and
quantified foreseeable challenges and liabilities faced by the County
solid waste disposal system over a 40-year planning horizon. Performed
financial modeling of impacts of various system development scenarios. |

Systems Technology Study (LISTS)
Responsibilities: Developed information technology master plan to modernize landfill fee collection and accounts receivable software and
hardware for County of Orange. Implemented new fee collection and
accounts receivable software and lane automation technologies at fee
booths.

Maricopa County Solid Waste Strategic Plan
Responsibilities: BAS
prepared a long-term strategic plan for the management of waste disposal
operations in the Phoenix metropolitan area. Evaluated current
solid waste disposal program, waste tire program, household hazardous
waste program, illegal dumping oversight program, and the solid waste
transfer station program. Supported the client in the development of
strategic goals, mission, vision and values statements.

Inactive Landfill
Management Strategic Plan
Responsibilities: BAS
developed a strategic plan to evaluate alternatives for the long-term
management of inactive landfills owned by a large public solid waste
management agency. This included an assessment of the current
status of the sites, a regulatory compliance review, and cost/benefit
analysis including evaluation of costs for maintenance, corrective
action, and potential end-use options. |
